No it's not that simple. There exists a single standalone item of the banana peel, they do not only exist from Diddy spawning them. And as Sakurai shown with a bunch of his snapshots, he likes to take funny ones like that, and it could just by a mythology gag. Is it likely the return of the move? Yes. Is it at all confirmed? Not until we see actual spawning.
