*Adding and removing users to a new, "suspended", usergroup. While in this usergroup, users cannot make new pages or edit most sections of the wiki, but can edit their talk page. This functions almost like a block, but can only be applied for short periods of time (would 6 hours work?), during which time an admin can evaluate and decide to remove/extend the block on the user.

Also, junior administrators should not block anyone but the most obvious and egregious vandals (as outlined in [[SW:VANDAL]]), or increase a page's protection level to anything past semi-protection except to stop an edit war until an admin can evaluate the protection (~6 hours). While the current MediaWiki system makes it impossible to physically restrict one from doing so, junior administrators are expected to follow these guidelines. Additionally, a junior administrator should never set the block settings for a user so that they cannot edit their own talk page.
