The 'te de' part in your sentence translates is hard to translate into English, as 'te' can mean a lot of different things; I would perdsonally translate the whole thing to 'at the'. In the sentence, however, we use the genitive 'voor', meaning 'for'. Like, "He discussed measures for the improvent of that', in Englidh.
