:Blocks can have different settings, such as removing the ability to edit articles, use email, create accounts, etc. It is common for blocks to allow users to keep the ability to edit their talk page so they can attempt to get unblocked, such as there being a misunderstanding or their username breaks the username policy (which would need the being able to talk to suggest an appropriate name); for obvious bad-faith/vandals or a user refusing to use the talk page to repeal and continue to be a nuisance, then they often get that ability removed.
