			:(edit conflict, but basically what NPM said) It's a gut feeling mostly since there aren't concrete rules for tournaments. For me, tournaments on this wiki shouldn't have less than 50 entrants unless there are several top/known players attending. Smaller regions do get a bit more leeway as long as several PR'd players attend. Also, don't make a tournament just so it can exist; make an effort to find results and characters.
