He's multi-reverting things, but you never really addressed his question. If he votes and hates on Disaster Flare, why would it matter? RfA's aren't a popularity vote. You're pursuing a zero tolerance policy when you could have answered the IP or let the vote stay. You would rather resort to getting the page protected and banning the IP all because "it's spam, we gotta ban him!" instead of just giving him/her what he/she wants because of this.
