Unlike previous iterations, Norwegian tournaments were not taken into account as it was deemed too difficult to compare skill in players from far apart regions when no players are able to travel. Each panelist made a ranking of players who had done well enough at at least one of the considered tournaments. Afterwards, the final versions were averaged together to form an overall ranking. The panel then voted to break any ties found in the averages (with {{Sm|Pidgezero_one}} being called in to break a single tie).
