According to Sakurai, Sora has been one of the most requested characters for Smash Bros in years. Sora even won the Smash Ballet. However, Sakurai and the team believed it was impossible to negotiate with both Square Enix and Disney to get Sora at the time, citing him as the most difficult fighter to get. Also Sora was not originally planned for the Fighters Pass Vol 2. However, a chance of fate would occur for Sakurai at a certain game award ceremony.  Sakurai would meet a Disney representative durning an elevator ride. The rep agreed Sora would be a wonderful addition to Super Smash Bros Ultimate. After a long and careful discussion between Nintendo, Square Enix, and Disney, Sora was approved to be added to Smash. This also cause the Fighters Pass Vol 2 to be increased from the initial 5 Fighters to 6<ref>https://twitter.com/pushdustin/status/1450855082203901954?s=21</ref>. However there were lots of restrictions and guidelines Sakurai and his team had to follow when developing and including Sora.
