But if not having tiers is a statistical phenomenon, then so, in theory, is having them. It is unlikely that all characters will be equally balanced. You guys aren't listening. I said that obviously, they aren't all balanced, but they aren't so unbalanced that there are five levels of tiers. Two levels, maybe. Non-existent, probably.
