If you don't have a green flag, but have a crown instead, you have 100% on that level. Get crowns, not flags. To get Jigglypuff, go to the Swamp, Toon Link: Go to the Forest, and for Wolf: Go to the Ruins. There is a never-before-seen door in each stage.
