I've been sitting on this one for a while, and it's probably time to throw it out there. Basically, I feel like [[Template:Draft|drafts]] should be used more often. Now, what I'm proposing here is a '''guideline''', not a policy, the proposal template just doesn't allow for that. I would like to encourage use of drafts by making a guideline that explains the process, and in particular, makes it clear that drafting in the userspace is a valid excuse to essentially break probation policy, as long as it is clear that the article is intended to be added to the mainspace. What I have already written likely still requires some polish, but I would like some opinions on what to do about this, including the usefulness of this.

#I myself have used the draft "feature" before, but I find it annoying that every time I have to move it into the proper wikispace, I have to tag the redirect that gets left behind for deletion. If there's a way to work around this (and not being an admin), then I'll support.
