Do you know how much data is needed to make a single character? The character data was already embedded into the game, so the rest of the data was actually shared with the characters, whereas it would create a huge rift to add downloadable content if the game wasn't able to add downloadable content in the first place. See? It's not the character data exactly itself that takes up so much data, it's the ability for the game to download itself. Of course, to download stuff like pictures, replays, and stage builder data, which actually takes less data in the first place, is possible right now because the game was programmed to do that. Is ''your'' information factual? And yes, my info is factual. It's like this. Is it easier to learn how to say, "I like to play Super Smash Brothers" in English, or in Sudanese?
