Celebi is very special among the Pokémon who can be summoned. Celebi's and Mew's chance to spawn are determined independently, with Celebi being determined before Mew. Additionally, either of the two can only appear once per match, meaning if Mew appears then Celebi cannot or vice versa, and then neither will be able to appear afterwards.
