The voice line is used in the freakin "who's that Pokemon" and no where else. Bulba lists Tesshō Genda for Shellshocker from "Mewtwo Strikes Back" and Unshō Ishizuka for every other Blastoise appearance, but not for S01E60 where no one is listed. Don't ask how many tabs I have open trying to find that one voice clip. Good night

Charmander (for Charizard) and Venusaur (for Ivysaur) also appear as stage elements, so this isn't special for Blastoise. Also removing redundancy, since all Pokemon (and, for that matter, the vast majority of Smash characters) are fictional.
