Dr. Wright is the main character of the SNES game: Sim City. In Brawl, Dr. Wright is in Assist Trophy, when he appears, he makes buildings pop out of the ground sending players skyward while dealing some damage. Dr. Wright also appeared as a trophy in super Smash Bros. Melee.
