To facilitate the changeover, would it be reasonable to add nowiki tags to userpages of users who are unregistered and/or inactive? This would greatly reduce the time and effort required to purge the userspace of the old icons. If any aforementioned users became active or made an account, they could simply remove the tags and switch the icons themselves.
