'''Cheap''' means using a tactic that is allegedly not 'tournament-caliber', but still winning with it. This may include tactics that resort to low blows, deception, attacking when the opponent is distracted (or causing a distraction), or using a sure-fire attack that is deemed by some to be "too powerful" to be used by advanced players.
'''Cheap''' is a word that scrubs use when they can't get around a tactic and instead have to Baww about being beaten by it. Sack up and win stop complaining about tactics that aren't game breaking. Plus half of y'all that cry don't go to tourneys anyway. So cry anyways your tears fuel the competitive players wallet.
