:That as far as I can tell was in good faith. As for the other matter, yes, if you have an account but you use your IP instead, in most cases we do consider that a case of sockpuppetry. However, we can't infinite block IPs, so there are some exceptions to this matter. I myself am not too sure of all the details, since I don't see many cases like that.
