Some of them, like Olimar's, Peach's, and arguably Mr. Game & Watch's, aren't notable IMO, despite their power. I believe we should only list the absolute strongest, highest reaching, etc. up smashes in each game (think Ganondorf in Melee), up smashes with unique properties (i.e. Snake), and notorious up smashes (which really mostly applies to Fox).
