I'm not convinced it's a thing. Aside from a deeply buried post with a mod note berating it for having no proof, it's not in [http://smashboards.com/threads/mewtwo-patch-version-1-0-6-7-thread-updated-may-1st.398902/ the relevant smashboards thread], nor do we even have it on [[1.0.6|our own changelog page]]. Furthermore, flower latch time could easily vary for non-obvious reasons, and increasing it by such a miniscule amount would be a rather pointless thing for the developers to do.
