When a character is at the top of the tier list, it means '''it's better than all the other characters on the tier list.''' When someone says "XXX is a top tier character," it means people think it is one of the best characters in the game. How could a character be worse than someone who's below them on the tier list? I'm planning on listing some of the best characters in the game because there are already strongly formulated opinions in the community about who they are.
