The idea is interesting, but I don't think it's very practical. It essentially relies on people re-reading their posts after the unsigned template is added, something I doubt the average non-signing user does. That said, making a link to SW:SIGN out of "unsigned comment" might explain what happened to the few that pay attention. Idea
Add a link to SW:SIGN policy in the template? Something like:
