:No, it doesn't. If you ever have doubts as to whether or not a person's actions count as vandalism, the answer is 99% of the time going to be no. In cases like these, [[SW:YAV|assume]] that the editor didn't know that he was supposed to use the talkpage or the forums or whatever.
