:I'm not sure how to explain this. I'll start by saying that yes, he's not from Metal Gear, he is, as you say, from Starfox. It's strange that he's talking to Snake as the games that Snake was in were meant to be quite realistic, but the Starfox series was about small animals that fly spaceships and fire lasers at one another (i.e. unrealistic). Characters from both series have smash taunts in Brawl (Snake, Fox and Falco) in which they talk to people from their own series on their radios, so the idea of the Codec Messages in which Slippy talks to Snake is that Slippy (who is an electronics and engineering genius) has somehow hacked into Snake's Codec's frequency and is talking to him using the radio Slippy normally uses to talk to Fox and Falco. It's supposed to be funny, in a weird way.
