I tried for several minutes to get him to perform Mega Fire Ball at full health, but he only ever did rapid fire, slam, swoop, and claw sweep. At around 60% he started using it, and it was a OHKO even at that high, so I don't think the note is needed either way. As for it OHKOing on Very Hard, it OHKOd at every part unless you are close to the back blue part, so it can OHKO from center.
