If you want to look at it a more statistical manner, Jigglypuff is 36th of 38 in Brawl, which is basically in the 92nd percentile in terms of worst characters in the game. In Smash 4, she's 55th out of 55, which is in the 98th percentile. That's hardly a significant difference, and could be classified as "really really bad" in both games.
