==To elaborate on my last change==
While traffic on the wiki is not out of hand, I find it equally false to say "no new information needs to be added". As a result, the Wiki is in a state between Green and Yellow, where more traffic is desired (through the poor Smasherspace) but traffic has not actually happened. However, if the solution to our out-of-date competitive scope is to try and get more competitive players on this wiki, then we will have to be prepared for greater traffic. That is why I want to keep the status at 5%. This signals that the wiki is out of date, but traffic is not enough to completely shift the status color. I'm kinda neutral on this one; While some parts of the smasherspace do need to be fixed, I agree with OT; There is no need to increase the value at all. As for the 1RV argument: There isn't any need to continue the argument, since Toomai made this an exception to the rule.
