:Ooooooooorrrrrrrrrrr not bother permabanning the IP. Vandals vandalize for fun, and if the person has nothing better to do than vandalize, than whatever. We just block them again if they come back. The repeat vandal has come back multiple times, and giving them an option to create an account when the person doing the vandalizing was willing to just occasionally drop in and vandalize is just a terrible idea when logically, they would just go and vandalize. Repeat vandals are surprisingly not that hard to deal with when you have rollbackers online very often. Permabanning IPs is also a bad decision because people can, *gasp*, change IPs. If some reasonable person ever decides to use the IP to edit, then the 3 month block is more than enough time for said reasonable person to have gained control of the IP instead. You're making a situation far more complicated than it has to be.
